Following my creation of the forum for The Horde, Ashtagon got asked to review the policy. She increased the thread requirements and added in a requirement for several people to have made meaningful contributions:

Having a single person drive five threads forwards defeats the whole concept of it being a reaction to a community-driven (as opposed to individual member-driven) process. The original intent was that "five threads" be a minimum threshold below which i won't even consider it, but that even once this threshold was reached, I would consider whether the new board would be of significant benefit to the overal site. We've now reached a point where there are a large number of boards that have been made and then mostly ignored by the people who made the original drive to have them made.
I've just skimmed through every single one of your threads to check them. You have had five people making meaningful replies, but the vast majority of posts are by you.
However, you have been a good contributor and I don't think you would be "ignoring" a World of Kulan forum, if you were given one. You have also put a lot of work into this before asking again.
So that puts you in a grey area. I'm going to bump this upstairs to see if a special exception can be made for your project (either as it stands now, or when it expands a bit more).
It might take several days, as Ashtagon is busy with some real-life stuff at the moment. I'll get back to you as soon as I have an answer.
