The June 2001 issue of Dragon magazine has rules for playing Dragons out to 20th level à la Savage Species. Not specifically a CoW article, but could prove very useful if the GM is allowing players access to full dragon PCs.

On that basis you also might consider the 3.5e Draconomicon which included 3.X versions of dragon PCs and kindred PC sets, dragon riders, dragon slayers, the dragon ascendant prestige class, and other ideas first seen in CoW.
Dragon Magic for 3.5e also had rules for campaign worlds dominated by dragons but I am not familiar with it and cannot say how it might help a 3.X DM run CoW.

I just found out there is a Council of Wyrms adventure, called Sleeping Dragon, in issue 48 of Dungeon Magazine.

You might want to add that to your list.

My second favourite adventure for the setting. The adventure makes good use of dragon PC, NPCs, and the unique themes and features of the setting. Though designed as a one-off the writer included notes for using it in a campaign, it would occur shortly after the adventures in the boxed set.

I vaguely recall that there was a web enhancement for the 1999 hardcover version...can anyone confirm?

Nevermind, I found what I was thinking of in my archives. An old file entitled Half-Dragon PC's for All Worlds by Roger Moore circa 1995, and it is actually a correction and clarification of the Dungeon Magazine Issue 206 article. it still could prove of interest for fans of the CoW setting though.

Not specifically Council of Wryms but the following 3.Xe books contain everything you need to run a campaign in 3e:

The 3e era Draconomicon includes dragon PCs and a prestige class for ‘kindred’, the Dragon Kith. Also contains a Dragon Ascendent prestige class built on an idea mentioned in Council of Wryms. With just this book you have all the rules to convert Council of Wryms to 3.X Except no Council of Wryms style half-dragon humanoid race.

Dragon Magic. Has guidance and support for dragon themed campaigns. The dragon themed sub races could be used to represent council of wryms half-dragons.

Savage Species. An alternative source for dragon PC rules.

The article is CoW specific, in fact.

There's some small bits, as there's minor descriptions for each of the 5 gem dragon species that might or might not be all re-hashed and there's some campaign notes including some adventure hook ideas at the end of the article. Plus probably some stuff that could be gleaned from the psionic ability descriptions themselves.

Include Races of the Dragon and Complete Arcane here as well. The first is obvious; the second includes some support for draconic characters in the feats section.

The Red Hand of Doom campaign would also be useful. Later Monster Manuals with other dragonspawn support RHoD.

Dragons of Eberron and Dragons of Faerun might have useful information that can be adapted.

Really, you're spoiled for draconic material in 3E.
