2e fair rules Dragon PCs in other settings

So one of the big issues with CoW is that PCs from the setting are not compatble with other 2e D&D settings and materials.
I've been a dragon fan a long time. Waaaaaay back in the 1990's over several years I wrote and play tested a version of dragon PCs for use in my own games where dragons were PCs in fairly standard D&D worlds. I based dragon levels on HD rather than age category to create a race class that could play beside elves, humans, and other canon races. Although not intended as a CoW suppliment (it predates the release of CoW) it occurs to me that you could combine these rules with the CoW fluff to allow CoW dragons to travel across the sea to other campaign settings.

These rules where published in rpgreview issue 9 in 2010.

I like the idea of having both Dragon PCs and standard PCs in the same campaign. Could work very well in a high level Dragonlance campaign for instance.

Yeh, even in a low level dragon lance campaign. If playing the original modules the dragon PC could be the first metallic dragon to hatch in that new era. For that you might decide to waive the usual age requirements to advance in the dragon class.

They allowed dragon PCs in 3rd Edition, with the Level Adjustment mechanic...and Racial Hit Dice. So it should be possible to have dragon PCs outside of Council of Wyrms.

I suspect that one of the problems with dragon PCs is that Coucil of Wyrms came along towards the end of the 2nd Edition Era and the earlier D&D campaign settings were all written with the assumption that dragon PCs would be impossible.

There is also the fact that CoW does that thing of being "in the distant past", which kind of nerfs attempts to use Planescape or Spelljammer logic to get PCs from Io's Blood Islands to a different D&D world...unless you also add ina bit of time travel.

Yeh, the ‘distant past’ thing is also inconsistent with promotion of Council of Wrym by TSR as a ‘campaign option’ that could be dropped into another campaign world. Given it’s one sentence and contravenes other writing by TSR you might choose to ignore it.
