Rary and Robilar (who serves him - but see below) probably are a bit owrries by Mordenkainen. WHile M is neutral, they did betray him and although Rary was higher level, M founded the Circle and so it potentially more dangerous.

Tenser will be annoyed with M for not moving against Rary more directly. Probably most of those who consider themselves a force for good will feel the same.

Murlynd probably finds him interesting to watch - M is a powerful mage and the founder of the Circle of Eight, Murlyn (and Keoghtum etc.) are quasi-deities so they have moved that bit further beyond the politics of the Flanaess.

The newer members of the Circle of 8 probably are pleased to be on the new Circle, but they may be wary of M playing some long game using them as pawns. That said, they are on the Circle...

The Slavelords will regard him as a "bogeyman" that kings and other rulers scare each other with. If they know more thay will just be glad he has not decided to interfere in their affairs.

Robilar (Spoiler): In Expedition to the Ruins of Castle Greyhawk it is revealed that Robilar was replaced by Bilarro (his mirror universe double) which is why he sided with Rary during the Great Betrayal and since.
