[4e] Shifters as Tiger and Wolf Nomads?

I was thinking recently about Greyhawk in 4th edition, and how some things might be re-imagined. Then something hit me. There's a certain symmetry between shifters and the Tiger and Wolf Nomads.

Now, I'm only a casual GH fan at best. I was just wondering how badly it would affect things if razorclaw shifters were Tiger Nomads and longtooth shifters were Wolf Nomads. Would that work in a revised, 4e-based GH?

Sure, if you revise it enough. My own preference would be to make the nomads a mix of humans and shifters (and perhaps some full-blooded therianthropes, as well), rather than to make them all a homogeneous nonhuman race.

The Flanaess has very few racially homogeneous areas. The elven kingdom of Celene and the dwarf-ruled Principality of Ulek are both chock full of humans, for example. Mixed-race settlements are the norm, and humans are a majority pretty much everywhere. A nation of nothing but shifters would be boring, but having shifters live among humans of a similar theme might be interesting.

The only racially homogeneous areas I can think of are the bakluni lands to the NW and the Scarlet Brotherhood in the SW. Given the remoteness of the Nomads, it's probably fairly easy to slip in shifters without batting an eye.
