How much Tortle Info in Explorer's Guide to Wildemount

Someone told me there is a section on Exandria's Tortles in the Explorer's Guide to Wildemount.

How much information is there about Tortles in the book? Are there any Tortle NPCs, any special equipment, magic or abilities connected to Tortles, not found in other books that cover 5E Tortles?

Rules for tortles as a player race. I didn't notice specific pages for tortles in the world chapter or factions chapter, but they might be mentioned in there.

I just went through the entire book in D&D Beyond. Other than one NPC in one of the adventures, all of the tortle information is found in the player race section, which is discussed in the YouTube video NPCDave linked to above (thanks for that resource).

Does the book have any information about Orly Skiffback, the tortle bard sailor?

Orly Skiffback has some sort of ability to use gem dust to create magical tattoos, but I don't know if that is specific to Orly, or if other tortles can do this.

Not that I could find. I did a search on "Orly" and didn't get any hits.

Thanks! That is a little disappointing, but I guess not everyone has the Tortle pack.

Sure thing. This is all there is for her:
Explorer's Guide to Wildemount wrote: Scrollery. The scrollery is a mile from the harbor and is run by an old female tortle shaman named Grimalda (use the mage stat block). She owes Three Earrings a favor and grants one party member a charm of water breathing. The charm allows the character to cast the water breathing spell, after which its magic fades.
