That was my interstanding. More of a miniatures skirmish game, than an RPG. However, Yaztromo suggested in this thread that it was more like a Barsoom supplement for OD&D.

These are strategy games. Interestingly, they were made by some of the most active players from Dave Arneson's Blackmoor Campaign. Star Empires is an expansion/revision of Star Probe. A third game, which was to be a roleplaying game, was planned, but never made. Possibly because TSR wanted to do Star Frontiers instead.

There is a campaign setting for Alternity you are missing: Tangents. It only got one book that I know of, but it was a really good one.
