The Tyger Star Republic

Native Races: Principally Humans, Halflings, Gnomes, and Hadozee
Demonym: Chandaari

The Most Serene Republic of the Tyger Stars is a mercantile nation spanning a significant portion of the Grinder. The great winged cats for which it is named are long-since extinct, existing now only in heraldry, although some wealthy citizens keep small winged tabby cats in their memory. Cities are built where asteroids cluster closely, neighbourhoods on larger asteroids or clusters of smaller ones bound together by great chains and ropes.
No one but the Excise bureau knows how many asteroids are inhabited, especially in areas where atmospheres are shared, and perhaps not even them. Many small asteroids host gardens, villages, or individual huts built by vimani to house their families while they ply their trade.

The Republican Arsenal is the major shipyard of Greyspace, making all models of human ships on contract. The Arsenal’s true purpose, though, is the great tigerships that form the nucleus of the Republic’s trade fleets.

Fashions vary by social class; sailors and labourers wear wide-legged trousers, with or without vests. Artisans prefer simple wraparound garments in colourful prints, often accented with embroidery. The wealthy and those with pretensions of wealth wear thigh-length half-sleeved tunics and as much jewelry as they can afford or carry.

Vimana
Travel between the rocks that make up the Tyger stars is by means of enchanted flying craft (made using a similar process to flying carpets) called vimana, which carry passengers and small cargo between rocks. Affluent families may own one or more for private use, and many small farming communities keep one as well. Most Vimana, though, are owned and operated as private taxis, often being handed down through generations, acquiring unique and ornate decoration, and often a number of small helpful magics. Vimana are rarely large enough to generate their own gravity; passengers are advised to strap in thoroughly before departure.

The Flight of the Tigers
Every year, a fleet leaves to cruise the known spheres, stopping at regular ports and any new markets that scouts or independent captains have located. The official fleet is comprised of Tiger ships, owned by the council. The cargoes are owned by investment cartels who have paid considerable sums for the privilege, or by councillors themselves. Independently owned ships may join the convoy for a fee, and enjoy the protection of the Hungry Tigers and other defensive elements of the fleet. These journeys last three to 6 years, and their return can make or break fortunes, as the vagaries of trade dictate.

Government
The Republic is run by a council of wealthy merchants, headed by the Prolocutor. Membership in the council is open to anyone who owns property or financial instruments valued at 250,000 darics or more. Membership in the council costs 80,000 darics per year. The prolocutor is elected by and from the council for a 5 year term, renewable indefinitely.

Economy
Merchant houses and trade guilds dominate most sectors. Banking is a well-established practice, and drafts from an established house are as good as gold for large transactions.The Republic is known for fine textiles and glassware. Snaresilk is a particularly prized and expensive export.

Significant Creatures:
Catwings: Small domestic cats with large feathered wings; they act much like any other cat, and also fly
Snare Lizard: No records survive of where the snare lizards came from. They're certainly not from the Grinder or anywhere in Greyspace. They are 1-3 feet in length, with a pebbly yellow and red striped hide. Their notable characteristics include a bad temper, a ferocious bite, and a substance they generate in glands in their feet. This substance allows them to build intricate webs from any convenient plant materials.



History

There have been inhabited rocks in the Grinder since time immemorial. The roots of the Republic are in the roots of spelljamming in Greyspace. When ships came through, the belters sold them food, water, liquor, and wood or materiel for repairs. Some grew prosperous in this fashion, and invested their wealth in better facilities and expanded services. Soon clans with different specialties made alliances with each other, and in such a manner the seeds of the Tyger stars were planted.

Law and Punishment
Most other nations consider the Republic to be deeply and intrinsically corrupt. Chandaari, meanwhile, consider most systems of governance hopelessly naive and hypocritical. Public officials in the Republic are paid only a nominal salary, and many positions cost money to obtain and keep. Any official transaction therefore requires bribing the relevant officials.

The principal laws of the Republic prohibit, in order of increasing severity, interpersonal violence, theft or damage of property, and fraud or misrepresentation of goods for sale. Taxes are levied on built structures by cubic footage, with surface buildings taxed at a higher rate than subterranean spaces, and importation of some luxury goods. Since tax collectors are paid on commission, they tend to be diligent. The principal government revenues come from carriage fees to the fleet, goods traded via the fleet, and fertilizer. The Council maintains a monopoly on collection and distribution of human waste from towns and cities to farming asteroids, taking fees at both ends.

also sounds like a good trade stop for my Kozakuran Empire who are Traders themselves dealing in a vast array of goods from across the realms

Law Enforcement
There are no police as such; each magistrate employs a number of bailiffs, paid from their personal purse, who serve warrants and bring people to court whether they want to come or not. There are also a number of neighbourhood vigilance groups, who will drag accused miscreants to court themselves (or possibly issue some street justice, depending on how popular/useful the local magistrate is.

The majority of Chadaari live in the Grinder, but the Republic has trading colonies spread across the common Fleet routes. These range from enclaves in local spacefaring cities to entire small moons.

Rockheads, Flowbloods, and Voidhearts

The Tyger fleets are the lifeblood of the Republic, and many young folk do a tour on the Tygerships. They spend a few years seeing exotic places and meeting new people (not uncommonly a spouse), and come home with a nest egg and some tales to tell at the pub. These new spacers are called Rockheads, a term also applied derogatorily to anyone sailing an in-system ship as well.

Anyone who has passed through a crystal sphere (and endured the concomitant hazing) has rarned the name of Flowblood, and is considered a proper sailor, more or less.

Some folk find that the spheres sing louder than home ever can. The Voidhearts are the career sailors, leathery with the light of a hundred suns and scarred by rope and blade and tooth. They are the backbone of the fleets.
