I think you're right when you suggest that the first cover would work well for a Hutaaka source book. I like the cover they ended up using for Nithia for a couple of reasons. The two statues show both a human and a dog-headed person, which I think better represents Nithia proper. There should be some indication of humans because Nithia is a human-centric nation. I also like the stone statues as compared to the more metallic look (I know it's meant to be stone, but it comes off a bit too shiny) of the single statue - and the background also lends to this - Nithai and large stone structures go together. Finally I think the jackal head on the second image is more reminiscent of "Egyptian" style, than the head of the single statue.

The aesthetic of the cover TSR used is more pleasing to my eyes.

That looks more like a photoshopped mockup cover to me; I'm curious where the cover image came from.
