Legacies 5E

I'm writing up my conversion materials for Legacies in 5E. My initial thought is pretty simple, all characters (except Aranea, Wallara, Ee'aar, and Enduk) get one at first level. No need for spending a feat or giving up racial abilities.

Moving on to multiple Legacies, I run into a bit of conundrum. This is especially with Inheritors, my initial thought is to make them a Faction. This faction would include Renown Ranks including the recipe for Crimson Essence and the like.

However, most of the Legacies are similar in to feats. In some cases, they are a little more powerful than an Aberrant Dragon Mark feat (a cantrip and a first level spell and a +1 Constitution) with spell effects in the range of 1st through 3rd level. The Legacy can be used 3 times before needing to be recharged with a long rest, whereas the Dragonmark is usable once per long rest.

Would allowing Legacies to be taken as feats be on par? Should the Legacies be Renown Faction rewards for the Inheritors?

Thoughts? Opinions?

I'd have the potential Inheritor have to undergo a quest for the organization, and burn their next available feat, which would grant potential for additional Legacies. The granting of those would be tied to their renown in the organization (you want Crimson Essence? Fine, but you gotta work for it), but the feat may also grant level-based mastery over the Legacies (for example, activating multiple Legacies at once at X level?)
