Well here is a new project I have been working. My intention is to make a series of supplements of the evil and criminal organizations around Mystara.

I will need the help of you all. If you could help me make a list of all the evil and crime organizations (Slavers, Thief guilds, Evil organizations, Evil Cults, etc) you know of Mystara so that I can work in different countries and not start just doing the ones in Karameikos. Thanks a lot and hope you like it and feedback if you think it is a good idea to keep working on it.

Off the top of my head (note that some of these have references in more than one place; for instance, as I'm sure you obviously are aware, Iron Ring appears in B10, Gaz1, a dragon magazine article, etc.)

Thieves' Guild and the Blue Eels are probably not really evil, even though they may do some evil things (assassinations at the bequest of the Guilds isn't necessarily good)

The Second Shadow - arguably not a "good" organization by any means

The Shadow-Hand (Thyatian thieves' guild)
Storm Soldiers (Thyatis)

Champions of Mystara
Jaibul Slavers (not a single organization, at least not that has ever been named, but a general practice of this nation)

Elsewhere
Diviners of Hule (basically the secret police of the Hule Hagiarchy)

The... doppelgänger assassins from HWA3.. The Kiritanta? (I think that's what they're called and am too lazy to dig through the somewhat boxed up boxed sets halfway across the room...)

Can't believe I forgot them. Yes, the Kirtanta. There are also the Buraiya assassins from Champions of Mystara (from Kadesh in Sind), who I can't believe I forgot, since I wrote a couple of things about at various points.

Since the OP request is for "evil or criminal" organizations, I think the other "illegal" Gaz3 organizations apply -- Beggar's Court, Canine Protection Society, Boldavian Liberation Organization, Followers of the Claymore, Elven Liberation Front, Free Armed Elven Resistant Youth, Followers of Fire, People's Spell-Casters Company, Ten Thousand Fists of the Khan, are all illegal and mostly belligerent, being therefore classified as terrorists or criminals by the local government.

The Sisters of the Private Houses are more ambivalent, since they are semi-legal and defensive in purpose.

There is a thieves' guild headquartered under the Mage Marina in Ierendi City.
The pirate have no particular organization, but several ships and crews are described.

Well, the Minrothad government is not exactly benevolent... and the Thieves' Guild and Blue Eels are its armed hand.

Others:
  • there is at least a Thieves Guild in Norworld (Landfall), once headed by Prosper, a pregen from Five Coins for a Kingdom.
    The Landfall FGAZ vastly expands on this, creating a large number of rival guilds in Landfall.
  • the Black Avengers and the King and Queen of Alphaks' Volcano are definitely evil (they appear in CM1 and in the M series).
  • The Bleak League in Hule, created by Christian Constantin.
  • At least one other criminal organization headed by a Wurmling in Eusdria (Savage Coast MCA).

From the iron ring i knew there was info in a dragon magazine but i couldnt find which one.

There are several roaming Bandit tribes and Brigands which maybe not purely evil, but they are far from being good.
One I know roams in Karameikos;Their leader was named Green Bandit (from Dark knight book I believe to remember, but can be forgotten)

Also there are several pirates. here many are truly evil, though some are not. I personally can't believe there exist "good" pirates, but that's up to the individual DM

These roam the Seas of Dawn, Dread, Norwold and Savage Coast, can also be found on the Coasts of Davania.
Typically many have a Sylaire(Glantrian) name, so I assume these originate there

I don't know if you should list Humanoid bandits within this list, but there do exist many humanoid tribes working together with humans to plunder the environment; especially Ogres do this

Interesting, not very controversial in my opinion.
I do miss the pirates as from my earlier post, though... These were mentioned as far as I know in canon/fanon..and Flags are a great way to determine them. You may use my pirate flag map i you so desire.
