Normally, you would, with most 'modern' pdfs. This file though, seems to have each page saved as an image rather than as text.

Note that most of the informations in the pdf are just a translation of the material available on the Vaults of Pandius here:

But obviously the pdf has gathered all in one place and with a nice format..
Maybe it could be asked to the author to provide a pdf saved as text...

There is some new informations, at least the NPC section from pages 11 to 15 doesn't appear in the Vaults.
Maybe we should ask the author a pdf saved as text. I think he is registered on The Piazza as Omnibus:

Yaztromo's link in the first post, looks like an outbound link from La Tana del Dragon forums. They have a Mystara forum with 27 topics.

There is a topic in their Mystara forum, called Anteprima Atlante Adri Varma, that was posted by "The_Master". But I can't tell if that is the author or the artist who made the cover. :?

The author (is Omnibus at The Piazza indeed) was nice enough to send me the italian text, with image embedded, in doc format. It should be relatively easy to translate it and produce a pdf matching the italian one, if someone as the will and the time to do it.
I have not at the moment because I'm busy with Threshold.
I could do it maybe later but if there is someone willing I'd very much like to leave the effort to him :) I can still assist however with the translation.
The file is already in my drive, but as I don't like to share the link in the public forum, I'd prefer to send it via PM to anyone who is willing to start translating the material.

Barrid (BAR-rid) is the leader of the Dwarves of Gulluvia. He lives with a small number of clan members in the Moorfowl Mountains, under the old stronghold of their ancestors. His dream is to one day rebuild the Stronghold of Moorfowl and resume control of the area in order to revive the town from its ashes. He doesn’t like Lady D'hmis but would be disposed to negotiate with her to realise his dreams. (N 12th-level Fighter).

Brejvold (BRAY-vold) is a halfling and the most famous thief and cutpurse in all of Gulluvia. Once a merchant who was employed in the importation of silk and other textiles, he has now been a hunted criminal for at least five years, and is still able to evade the authorities. It is suspected that his criminal activities also serve to finance the resistance against the Baroness and this makes him very dangerous and the primary target of the Lady’s guards. (CN 9th-level Thief).

A few things cropped up with the translation, so I thought I'd post them here:

(1) Name of the half-ogre race? Both 'Oghriz' and 'Ogrhiz' are used in the Italian version (and in the English articles in the Vaults). I suggest that we just use one of them. I prefer 'Ogrhiz' as its slightly closer to 'Ogre'.

(2) Size of the Sol-Klor oil pools. The Italian version has kept the value but changed feet into metres (i.e. 15 feet becomes 15 metres). This obviously means that the pools become larger. So should we keep the larger sizes or revert back to the original measurements?

(3) One for the Italians (I guess) out there. Is 'Mytril' Italian for Mithril?

It seems both spelling appear in the Vaults:

But probably Oghriz was meant to be the correct one...

As far as I know Mithril is spelled in italian as in english, being a metal invented by Tolkien. Mytril is possibly an error or a choice of the italian writer, I suppose..
