We know that Stromgarde is falling, or at least is seriously weakened, and that Alterac is somewhere between seriously weakened and practically non-existent. Dalaran moved to Northrend, Gilneas is plagued by Worgen and only recently reconnected, and the state of Kul Tiras is unknown.
In fact, this is the core issue -- Kul Tiras, once the naval pride of the Alliance, had something approaching a civil war when Admiral Proudmoore fell out with his daughter, Jaina. Everyone knows she went on to found Theramore Isle, and she brought many Kul Tiras sailors with her. Everyone also knows that the uneasy peace between the Alliance and the Horde in the wake of the destruction of Archimonde was not honored by Admiral Proudmoore (his sailors can be seen invading Durotar at Tiragarde Keep).
And here begins the rest of the story...
Lady Jaina Proudmoore has been on her path for a long time, a path she knew would eventually culminate in ruling her own nation -- a path not open to her within Kul Tiras due to her older brothers and patrilineal rules of succession. So, she sought other paths to power, simultaneously learning magic from the Kirin Tor (inspired by Aegwynn) and building up a loyal following within Kul Tiras. While outwardly kind and caring, she is secretly deeply manipulative, exploiting those around her in her determination to rule. With Kul Tiras closed to her ambition, she toyed with the idea of ruling Lordaeron and thus cultivated young Prince Arthas. However, he proved weak and foolish, and she could see the destruction of his kingdom coming, so at the first pretext she left him behind at Stratholme. Although many interpreted this as a moral stand, it was simply the first publicly acceptable chance she had.
Later, she seized on an excuse to bring a large force of Kul TIras soldiers and sailors with her to Kalimdor, where she intended to set up and lead an autonomous nation. Finding the orcs already present, she carved out her own territory (Theramore Isle) and, when her father later arrived, used his treatment of Thrall and his orcs as a pretext to cut ties. It was not the original plan, but as opportunities arose she seized this one and created the new, independent city of Theramore. Although a young city, she has deliberately built her own governmental structure here, and she has rebuffed efforts by Kul Tiras to control her. With determination, she spreads her nation across Dustwallow Marsh, inching north into the Barrens along the Merchant Coast, and encroaching on the ogre territory around Brackenwall. Given time, she will have a thriving nation.
Furthermore, she has surrounded herself with advisers who share her dream, including her own hero, Aegwynn, who is currently disguised as her chamberlain. (Aegwynn herself confronted the Order of Tirisfal, proving to be more powerful than the men around her, and thus advancing her own agenda. Jaina is pursuing a similar path...)
Those who see the ambition are silent (or silenced), and the rest accept the carefully cultivated positive propaganda spread by those loyal to Lady Jaina. In time, her ambition will be revealed to all, but so far the cover is intact. Still, she has been ruthless to this point, and a similar ruthlessness is inevitable as she pursues her goal with single-minded passion: an empire, her empire.
