Initiative: skill or ...?

I'm wondering whether to make Initiative a skill (governed by Dexterity, possibly with armour penalties).

d20 SRD sez it is Dexterity modifier + 1d20.

Various houserules add BAB or Reflex save bonus.

SWSE makes it a skill, which has a certain elegance, since it is therefore no longer a unique artifact within the rules set, but part of a larger more general system. Otoh, that does make it an obligatory skill point sink for everyone.

Opinions?

Why not make it a flat bonus based on character level (say half)? Then applicable modifiers are added; Dex, feats, etc.

Alternity builds a one-time initiative modifier into the choice of "class" -- the combat-y types get higher bonuses than the brain-y types, with feat-like options to increase the modifier after three or five levels.

Perhaps you could tie Initiative increases to feats? That leaves more flexibility with skill points, but still has the players having to "work" for the bonus, rather than it simply going up by virtue of their level.
