Others?

Wasn't sure if it was a good idea to include games like Conspiracy X, MiB and Delta Green since this is a slightly different genre, but will keep them for now.

Palladium's Ninjas and Superspies?

Also, N.O.W. could be used to handle the spy genre, though it's not built specifically for it....

I am undecided if I should include generic Modern RPGs on this list.

I will also add GURPS Espionage.

Covert Ops RPG by DwD Studio (2014). Inspired by Top Secret.

Welcome to Covert Ops, a role playing game of espionage and paramilitary adventure. This game takes advantage of the d00Lite system, a fast and simple set of game mechanics created by DwD Studios. Those of you familiar with BareBones Fantasy RPG will find the core mechanics familiar and the learning curve minimal. Those unfamiliar with our fantasy offering will find a game that somehow manages to be comprehensive, lite, and fun all in a tiny 6"x9" package. Everyone is sure to have a fun time.

White Lies RPG by DwD Studio (2015). Based on OD&D White Box edition but set in a spy environment.

Based on Swords & Wizardry WhiteBox, White Lies brings all the simple elegance of WhiteBox out of the dungeon and into the realm of espionage and paramilitary action and adventure! The digital purchase includes character sheets (both class-specific and blank) and a small Admin toolkit called Echo Team, containing a team of pre-generated level 1 agents for you to use as NPCs or quick players characters.

I would second 'The Laundry' - whilst the aim is to save the world from Cthulhu Mythos-like threts, it is very much an espionage RPG.

Espionage! 1983, HERO system 2E (late 1970s/early 1980s spy genre - inspired by Bond etc)
Justice Inc. 1984, HERO system 3E (all 1930s pulp fiction/movie genres, specifically including spies etc)
Danger International 1985, HERO system 3E (all 1970s/early 1980s action fiction/movie genres, specifically including spies etc)
