Kobold Press have put up three: Of Godly Might: Clerics of Boreas articles by Beth Jones and Jon Sawatsky:

They look pretty good.

Has anyone run a cleric of Boreas?

Are there any books that expand on this or that have plots related to Boreas?

Boreas is discussed in the Northlands supplement and to a lesser extent the Midgard Campaign Setting. There's an adventure in the Midgard Tales collection called "On the Fourth Day, We Kill Them All," which ties in to Boreas and his history pretty extensively.
